Qualified certification specialists of the HenicalAutoAuction Certification Center are carrying out the individual conformity assessment of all vehicles and issue certificates of conformity for vehicles in accordance with the requirements of EU Directive 2007/46/EU for the registration of vehicles in the Republic of Latvia, in the registry of the Road Traffic Safety Directorate and other EU countries.

  General information

According to the procedure prescribed in the Cabinet of Ministers Regulations No. 1494 of 22 December, 2009 "The Regulations for Conformity Assessment of Mopeds, Motor Vehicles, Their Trailers and Components", only such vehicles may be placed on the market and permanently registered in Latvia that comply with the requirements of technical regulations determined in the European Union and Latvia.

 

 What vehicles need to be certified?

New, previously not registered vehicles (mopeds, motorcycles, tricycles, quadracycles, cars, busses and goods vehicles, as well as their trailers and semi-trailers) placed in the market of and intended for permanent registration in Latvia;

Used, i.e. previously permanently registered abroad vehicles (mopeds, motorcycles, tricycles, quadricycles, cars, busses and goods vehicles, as well as their trailers and semi-trailers) manufactured as from January 1, 2001, and to be permanently registered at the Road Traffic Safety Directorate.

 

  Exceptions

Individual assessment of conformity is not necessary for the following vehicles:

• snowmobiles;
• competition mopeds, motorcycles, tricycles and quadricycles, having been homologated according to the requirements of the International Motorcycling Federation and which are or will be registered on the name of licensed sportsmen of the Federation of Motorsport of Latvia or members of the Latvian Automobile Federation (e.g. sport club), as well as the components of the mentioned vehicles;
• competition cars, having been homologated according to the requirements of the International Automobile Federation and which are be registered on the name of licensed sportsmen or members of the Latvian Automobile Federation (e.g. sport club), as well as the components of the mentioned cars;
• vehicles that are permanently registered in Latvia in accordance with the procedure on registration of the vehicles prescribed in the normative acts;  
• vehicles manufactured before 31 December, 2000;
• vehicles temporarily imported from abroad;
• vehicle, first registered before 1January 2001;
• vehicle, first registered after 1January 2001, but having the year of manufacture or model year as indicated in the foreign registration certificate in 2000 or earlier;
• vehicles, whose basic function is not associated with participation in road traffic (for example, tricycles and quadricycles intended for recreation or competition use in closed areas and outside public roads), and the components of the mentioned vehicles;
• vehicles with a maximum design speed not exceeding 25 km/h, and the components of the mentioned vehicles;
• tractors and machinery, their trailers and components of these vehicles;
• specialized military vehicles;
• trolleybuses.

 

 Proof that the vehicle is certified:

 

For a car, moped, motorcycle, tricycle and quadracycle:

• Certificate of Conformity issued by the manufacturer of the vehicle („Certificate of Conformity”, in abbreviation – “CoC”) proving that the vehicle in question corresponds to the vehicle type which has been granted the European Community Whole Vehicle Type Approval (EC WVTA);

• Certificate of Individual Approval of Vehicle issued by the Road Traffic Safety Directorate;

• For a used vehicle, in addition to the abovementioned also one of the following proofs:

• EC vehicle type approval number on the vehicle manufacturer’s plate;

• foreign registration document, if this vehicle has been previously registered in one of these countries: Austria, Belgium, Denmark, France, Greece, Italy, Ireland, Great Britain, Luxemburg, The Netherlands, Portugal, Finland, Spain, Germany, Sweden, Island, Lichtenstein, Norway or Switzerland.

For a goods vehicle, trailer and semi-trailer:

• Certificate of Conformity issued by the manufacturer of the vehicle („Certificate of Conformity”, in abbreviation – “CoC”) proving that the vehicle in question corresponds to the vehicle type which has been granted the European Community Whole Vehicle Type Approval (EC WVTA);

• Certificate of Conformity issued by the manufacturer of the vehicle or his Representative in Latvia proving that the vehicle in question corresponds to the vehicle type which has been granted National vehicle type approval in Latvia;

• Certificate of Individual Approval of Vehicle issued by the Road Traffic Safety Directorate;

• For a used vehicle, in addition to the abovementioned also foreign registration document, if this vehicle has been previously registered in one of these countries: Austria, Belgium, Denmark, France, Greece, Italy, Ireland, Great Britain, Luxemburg, The Netherlands, Portugal, Finland, Spain, Germany, Sweden, Island, Lichtenstein, Norway or Switzerland .

 

For a bus:

• Certificate of Conformity issued by the manufacturer of the vehicle („Certificate of Conformity”, in abbreviation – “CoC”) proving that the vehicle in question corresponds to the vehicle type which has been granted the European Community Whole Vehicle Type Approval (EC WVTA)

• Certificate of Conformity issued by the manufacturer of the vehicle or his Representative in Latvia proving that the vehicle in question corresponds to the vehicle type which has been granted National vehicle type approval in Latvia;

• Certificate of Individual Approval of Vehicle issued by the Road Traffic Safety Directorate.

 

  Recognition and registration of the vehicle type confirmation issued in the European Union

In Latvia are recognized the following type approvals granted by official certification institutions of EU Member States:

1) for cars (M1 category), goods vehicles (N1, N2, N3 category) and their trailers (O1, O2, O3, O4 category), busses (M2, M3 category) if type approval granted in accordance with requirements of the Directive 2007/46/EC;

2) for mopeds, motorcycles, tricycles and quadricycles (L category vehicles), if type approval granted in accordance with requirements of the Directive 2002/24/EC or Directive 2002/24/EC as amended by Directive 2005/30/EC.

The importer, manufacturer or his Representative registers the recognized vehicle type approvals at the Road Traffic Safety Directorate.

For the registration shall be submitted:

1) application;
2) certificate of type approval or its copy;
3) information folder attached to the type approval by the certification institution.

Registration of the type approval is carried out in 10 days.

Expenses related to the registration of type approval are borne by the person submitting application for the registration of type approval of the vehicle at the Directorate. The amount depends on number of variants included in the type approval which importer, manufacturer or its Representative wishes to place in the market of Latvia.

 

  Individual approval (certification) of vehicles

Individual vehicle approval can be carried out for any single vehicle imported from abroad or manufactured in Latvia.

 

In order to carry out the individual vehicle certification, the following documents have to be submitted at the HenicalAutoAuctions Certification Center:  

1. Application by the owner of the vehicle;

2. Foreign registration document (technical passport);

3. EU customs declaration;

4. Document certifying the property rights (Invoice, purchase contract etc.)

  Vessels and Engines, Boats and Motorboats CE Certification and Registration CSDD?

 

Sertification CE and registered CSDD the following vessels, regardless of their type of use:
• personal watercraft (vessel with mechanical propulsion, intended for driving the driver or the driver and one or more passengers sitting or standing on it);
• motorboats (water sports and entertainment designed vessel without deck and separate from the water protected spaces for people. It is intended for travel, mainly using the mechanical engine of a power greater than 3.7 kW. The shipping agent length of more than 2.5 meters less than 12 meters);
• boats (water sports and entertainment provided by the vessel deck and separate from the water protected spaces for people. It is intended for travel, mainly using a mechanical engine, and its length is greater than 2.5 meters in length, but less than 12 meters);
• rowing boats (floating craft intended to travel through the paddles (rowing), or an engine having a capacity of less than 3,7 kW and less than 12 meters). Boat recorded voluntary basis, except in cases where the municipality or other inland waters belonging to the owner of the internal waters intends boat registration;
• specialized vessels (vessel which by design does not meet the boat, boat or waverunners description and intended for travel, mainly using mechanical engines).

 

Boats Engine registration CSDD:
To participate in water transport boat engine must state vessel registration certificate. Motors may not be specified in a vessel registration certificate in the following cases:
• if engine power is less than 3.7 kW;
• if RTA is accompanied by a statement issued on the motor vessel ownership (certificate can be issued to another person). A certificate of ownership of the motor vessel shall be issued only hang engine
• if accompanied by another vessel registration certificate, which it is registered disposable motor.

CSDD not be registered:
• vessels with a maximum length of 12 meters or more;
• tugs, auxiliary and passenger ships;
• fishing vessels regardless of length, if it is used for commercial activities at sea;
• sailing yachts (with ship decks and individual human use of water protected spaces shall be provided for driving mainly propelled by sail and a length of more than 2.5 meters) and motor yachts;
• public services (such functions as the border guarding, environmental protection, prevention of accidents, etc..) Vessels.
